How to create new meeting on behalf of someone in Outlook 2013?

You may be delegated to access to specific user’s calendar before creating a meeting on behalf of someone. Open the delegated calendar. On the “Home” tab, in the “New” group, click “New Meeting”. Enter the attendees, subject, location, and start and end times as you ordinarily do.
